Filling out the form on the plane requires instant verification at
immigration. Obtaining a visa in advance provides more time.
However, I don't know why the OP cares what China does regarding visas. The
US requires visas for any visiting Chinese, assuming the visa is granted at
all. It is ridiculously easy for Americans to obtain a visa to visit China.
It is ridiculously hard for Chinese to obtain a visa to visit America.
