 Lots of cloudy weather in Costa Rica/Panama?

I see a lot of pictures from Costa Rica and Panama that have cloudy skies.
Is this a coincidence or is there a lot of cloudy days there? I'm not sure
if its the west or east coast I'm seeing in the pictures.
